The global financial sector is currently witnessing a tectonic shift in its foundational technology as Core Banking Modernisation moves from a strategic “nice-to-have” to an existential imperative. For decades, the industry’s heavy hitters relied on monolithic mainframe systems many dating back to the 1970s and 1980s which were built for a world of batch processing and branch-centric banking. However, the arrival of real-time payment mandates, the rise of cloud-native neobanks, and the tightening grip of operational resilience regulations have exposed the fragility of these legacy estates. Today, McKinsey reports that approximately 70% of banks are actively reviewing their core platforms, with over half of mid-market institutions favoring progressive, phased transformations over the risky “big-bang” replacements of the past.

The Cost of Inertia and the Legacy Tech Trap

At the heart of the crisis is the “Legacy Trap.” Many incumbent banks still operate on systems written in COBOL, a programming language that is increasingly difficult to maintain as the pool of qualified developers nears retirement. This talent shortage creates a single-point-of-failure risk that boards can no longer ignore. Beyond the talent gap, legacy banking systems impose a massive financial burden. Research suggests that banks often underestimate the total cost of ownership (TCO) of their legacy cores by as much as 80%. Modernising these systems can cut TCO by nearly 40% to 52%, yet the complexity of migration remains the primary deterrent.

Legacy systems were designed for “end-of-day” processing, a concept that is fundamentally incompatible with the 24/7/365 expectations of modern consumers. When a bank attempts to launch a new product on a 40-year-old core, the cycle can take up to a year, whereas cloud-native competitors like Nubank or Starling Bank can deploy similar features in days or weeks. This discrepancy in speed-to-market is what ultimately drives Core Banking Modernisation. The goal is to build digital banking infrastructure that is as agile as the fintechs, without compromising the security and scale of a traditional institution.

Architectural Breakthroughs: API-First and Microservices

The new standard for banking technology transformation is defined by three pillars: API-first design, microservices architecture, and cloud-native scalability. Unlike the monolithic cores of the past, modern platforms like those from Thought Machine, Mambu, or 10x Banking are built as a “ledger of record” that connects to other services via robust APIs. This modularity allows banks to scale specific functions such as lending or deposits independently, isolating failures and reducing the risk of systemic outages.

By adopting a microservices-based approach, typically containerised via Docker or Kubernetes, institutions can achieve what is known as “composable banking.” This allows a bank to swap out a specific component, such as an identity verification module or a payment gateway, without having to overhaul the entire core. This level of flexibility is essential for supporting the burgeoning ecosystem of “Banking-as-a-Service” (BaaS) and embedded finance, where banks act as the underlying utility for non-financial brands.

De-Risking the Transformation: Sidecars and Phased Migrations

The industry has learned painful lessons from the “big-bang” failures of the previous decade. The Commonwealth Bank of Australia’s $1 billion-plus, five-year SAP migration serves as a cautionary tale for those attempting to replace everything at once. Today, the preferred strategy is the “Sidecar” approach. This involves building a parallel, modern core for specific segments such as a new digital-only brand or a specific product line like high-yield savings while the legacy core continues to handle the back-book.

IDC projects that 40% of global banks will run sidecar core strategies by 2026. This allows for a “strangler-fig” migration, where new customers are onboarded to the modern platform and legacy books are gradually migrated over several years. This phased approach significantly lowers the operational risk and allows the bank to realize ROI much earlier in the cycle. It also addresses the data migration challenge, which remains one of the most complex aspects of Core Banking Modernisation. Ensuring zero-downtime during the transition is a prerequisite for maintaining customer trust and regulatory compliance.

Regulatory Tailwinds and Operational Resilience

The regulatory environment is acting as a powerful accelerant for Core Banking Modernisation. In the European Union, the Digital Operational Resilience Act (DORA), which became fully applicable in early 2025, mandates that financial institutions manage their ICT risks with unprecedented rigor. Similarly, in the UK, the FCA’s operational resilience framework requires banks to identify their “important business services” and ensure they can remain within impact tolerances during a disruption. Legacy cores, with their brittle codebases and batch-dependency, often struggle to meet these new standards.

Furthermore, the launch of real-time rails like FedNow in the United States and the mandate for instant SEPA payments in Europe are forcing banks to upgrade their digital banking infrastructure. A legacy core that goes “offline” for several hours every night to process batches cannot participate in a real-time economy. Banking system upgrades are no longer just about efficiency they are about maintaining connectivity to the global financial grid.

The Future Horizon: AI-Native Cores and Tokenisation

As we look toward 2030, the next wave of Core Banking Modernisation will likely be driven by “AI-native” foundations. These cores will not only process transactions but will also provide real-time data streaming for AI-powered personalization and fraud detection. We are already seeing vendors like nCino and Backbase embed AI agents directly into the workflow, while players like Thought Machine are being compared on their readiness to support stablecoins and tokenised deposits.

The journey toward agile banking services is a marathon, not a sprint. For large incumbents, the full decommissioning of mainframe cores may still be a 7-to-10-year endeavor. However, the institutions that commit to systematic transformation today will emerge with a lower cost base, a faster innovation cycle, and a resilient foundation capable of thriving in an increasingly volatile market. The era of the “expensive legacy in the cloud” is ending the era of the truly cloud-native bank has begun.
