The financial services industry has reached a point of no return in its journey toward the cloud. In 2025, cloud computing has transitioned from a debated experiment to the essential substrate for institutional survival. Approximately 98% of financial organizations now utilize some form of cloud services, and over 70% of large banks have moved at least a portion of their core banking platforms into cloud environments. This is not merely a change in hosting it is a fundamental Cloud Banking Infrastructure shift that enables the speed, scalability, and intelligence required to compete in a digital-first economy. The frontier has moved decisively beyond the “lift-and-shift” of peripheral applications toward the comprehensive modernisation of the data estate and the core ledger itself.

From Migration to Cloud-Native Innovation

For years, the industry’s approach to cloud was cautious and incremental. Banks primarily moved non-critical workloads, such as HR systems or marketing websites, into public clouds while keeping their “crown jewels” deposits and payments on-premise. However, between 2024 and 2026, the pace of banking technology modernisation has accelerated. We are seeing a massive surge in Platform-as-a-Service (PaaS) adoption, which grew by 48% in 2025 alone. This indicates that banks are no longer just using the cloud for storage they are using its native services to build new, sophisticated applications.

Cloud-native banking allows institutions to leverage microservices and API banking architecture to create “composable” services. Unlike the monolithic systems of the past, a cloud-native bank can update its lending module without affecting its deposit module. This decoupling is what ultimately enables faster innovation. While a traditional bank might take six months to launch a new high-yield savings product, a cloud-native challenger can do so in a matter of days. This agility is the primary driver behind the projected 18% CAGR in the global banking cloud market through 2035.

The Multi-Cloud Mandate and Regulatory Resilience

The shift to the cloud is being shaped as much by regulation as by technology. In the European Union, the Digital Operational Resilience Act (DORA), which became fully applicable in early 2025, has introduced strict requirements for ICT third-party risk management. For banks, this has turned “multi-cloud” from a strategic choice into a regulatory necessity. To avoid “concentration risk” the danger of being entirely dependent on a single provider like AWS or Azure banks are now required to have robust “exit plans” and the ability to failover to a different provider in the event of a major disruption.

This has led to the rise of hybrid and sovereign cloud architectures. Approximately 82% of financial firms now operate in a hybrid/multi-cloud environment. Sovereign clouds are particularly important for banks operating in jurisdictions with strict data residency laws. By using a cloud infrastructure that is physically located and legally governed within a specific region, banks can enjoy the benefits of hyperscaler innovation while remaining fully compliant with local regulations. This infrastructure transformation is the only way for global institutions to reconcile the need for scale with the need for national data sovereignty.

Hyperscaler Stacks: Building the Financial Services Cloud

The major cloud providers AWS, Microsoft, and Google have responded to this demand by building specialized, financial-services-grade stacks. AWS, for example, has its Financial Services Competency program and Nitro-enclave confidential computing, which allow banks to process sensitive data in a secure, isolated environment. Microsoft Azure has focused on sovereign cloud offerings and DORA-aligned exit frameworks, while Google Cloud has won significant deals with banks like Lloyds and HSBC by focusing on “Data Accelerators” that help institutions clean and organize their massive data estates.

The real innovation, however, is happening at the intersection of “cloud and AI.” Banks that have successfully migrated their data to the cloud are now in a prime position to leverage generative AI and real-time fraud detection. Commonwealth Bank of Australia (CBA) recently completed a 100% migration of its data estate to AWS, specifically to serve as the foundation for its AI strategy. By having all its data in a single, cloud-native environment, CBA can train models and deploy insights across its entire customer base with a speed that was previously impossible.

Success Stories: Measurable ROI from Cloud Transformation

The business case for Cloud Banking Infrastructure is being proven through tangible outcomes. Itaú Unibanco, one of the largest banks in Latin America, used AI-assisted modernization tools on AWS to analyze its legacy codebase. The result was a 96% reduction in the time required for legacy-code discovery and an 82% reduction in forward-engineering effort. This level of efficiency gain is what allows an incumbent to “catch up” with the speed of a neobank.

Similarly, cloud-native players are setting a high bar for the rest of the industry. Challenger banks operating on fully cloud-native cores report cutting loan processing times by 42% and transaction times by over 50%. Across the board, adopter surveys indicate that cloud transformation leads to an average 20-30% reduction in IT costs and a 38% gain in operational efficiency. For a sector where the “cost-to-income” ratio is a primary metric of health, these gains are too significant to ignore.

The Future Horizon: The Decade of the Core

As we look toward 2030, the “core-banking decade” will see the final dismantling of the mainframe era. The focus will shift from migrating peripheral apps to replacing the central ledger of record. We will see more “sidecar” strategies, where banks run modern, cloud-native cores alongside their legacy systems to de-risk the migration process. Furthermore, developer “platform engineering” will become a core competency for banks, as they build internal tools to help their teams deploy cloud services more safely and quickly.

The institutions that win this race will be those that view cloud not as a destination, but as a substrate for continuous evolution. Cloud Banking Infrastructure is the only foundation capable of supporting the next generation of financial services from autonomous AI agents to tokenised assets. In the era of the cloud, the fastest bank will be the one that has the most resilient and modular foundation. The transition is no longer optional it is the prerequisite for the future of finance.
